The Role
 

Herefordshire Council are seeking a passionate and inspiring Parking Services Manager to lead the Parking Service. We are looking for candidates who are comfortable implementing big changes, developing new policies and strategies and are motivated to lead a high performing team to continue the development of an excellent service.

What will you be doing?

As cliched as it may sound, every day is different leading a high performing operation with multiple staff and multiple responsibilities in keeping our roads safe for everyone to use. You will lead from the front, setting the vision for the parking service, and delivering the strategy to improve. You will be supporting your principal officers to deliver their jobs, and ensure the service is efficient, effective and puts its staff first and foremost.

On a practical level you will be meeting with senior leadership and Cabinet members on regular basis. You will be setting the budgets, analysing the data and looking for improvements. You will be representing the service in council meetings, and the council in broader regional meetings. You will enable your staff to deliver the best service they can deliver, in a collegiate, supportive and positive way.

About You

As Parking Services Manager, you will have:

  • Experience of managing staff, budgets and service areas successfully in pursuit of challenging performance expectations.
  • A track record of effective service delivery in a public service environment.
  • Experience of service and quality improvement methods and their implementation.
  • The ability to show excellent leadership, develop a strong team culture and bring people with you, working under your own initiative to operate across the whole organisation, often to tight deadlines and on multiple work streams.
  • Experience of developing and implementing strategic interventions to improve service operations.

The Parking Service

Herefordshire Council operates Parking Enforcement and Car Parking Services as a crucial component of effective city and town transport management. These services involve the strategic provision and regulation of both on-street and off-street parking, utilising tools such as permits, pay-and-display schemes, and civil enforcement officers to manage vehicle flow and parking behaviour.

By discouraging illegal or inconsiderate parking, these services directly enhance public safety, ensuring clear access for emergency vehicles, pedestrians and cyclists, as well as preventing dangerous obstructions at junctions or on pavements. Furthermore, by managing parking demand and promoting turnover of spaces, they actively contribute to lowering congestion, reducing the time drivers spend searching for parking, and improving overall traffic flow within communities.
